The conductive elastic layer is formed by vulcanizing a rubber composition containing, with respect to 100 parts by mass of an ethylene-propylene-diene copolymer rubber (A), 20 to 100 parts by mass of a liquid ethylene-propylene copolymer (B), 0.1 to 4 parts by mass of sulfur, and 10 to 100 parts by mass of carbon black. The copolymer (A) has an ethylene content of 60 to 73 mol%, satisfying Mw/Mn4, and has an intrinsic viscosity []of 2.7 to 5.0 dl/g in decalin at 135C and an iodine value of 10 to 40.
