PROBLEM TO BE SOLVED: To provide a process failure determination and restoration device, a process failure determination and restoration method, a process failure determination and restoration program and a storage medium capable of determining priority of processes running within a system and automatically performing restart of a process or an OS on which the process is running, which is means to restore a process failure.SOLUTION: A process failure determination and restoration device comprises: a process failure detection part for monitoring processes which run on a server of a monitoring target through a network and detecting a failure which occurs in a process; and a failure determination and restoration part for determining whether or not to restart the process or to restart the server on which the process is running on the basis of the number of times of restarting the process, when the process in which the failure has occurred is detected by the process failure detection part, and restarting the process or the server according to the determined result to restore the failure.
