PROBLEM TO BE SOLVED: To provide a no-charge processing system capable of accurately making no charge for a cut-off call even when double failures and the like are caused in a speech path.;SOLUTION: Each relay device 10 adds identification information of the own device 10 to identification information of all of the other relay devices 10 reaching the own device 10 that is included in control information to be relayed to a detail producing device 20, on the other hand, during a restoring process from a failure causing cut-off of a call, it transmits failure notification information including the identification information of the own device 10 to a no-charge processing device 30 through a transmission route different from the speech path. The detail producing device 20 produces charge detail information including the identification information of all relay devices 10 having relayed the control information, on the other hand, if it detects cut-off of a call due to a failure, it transmits produced charge detail information to the no-charge processing device 30.
