The present invention relates to an electric charging device and, more specifically, to a method for controlling charges of a plug-in hybrid vehicle and an electric vehicle. The method for controlling charges of a plug-in hybrid vehicle and an electric vehicle according to an embodiment of the present invention includes the steps of: connecting a charging cable; checking whether a CP signal is received from an EVSE; initiating an operation of a controller; determining whether an approval signal is received from the EVSE; determining whether AC power is supplied from the EVSE; and initiating a charge, wherein the operation of the controller is finished if the predetermined time (t1) is elapsed without receiving the approval signal in the step of determining an approval, or if the predetermined time (t2) is elapsed without supplying the AC power in the step of determining the AC power supply.
