PROBLEM TO BE SOLVED: To provide a measuring apparatus, a measuring method, and a measuring program capable of measuring a tactile stimulation perception threshold more accurately and more easily than before.SOLUTION: The measuring method comprises: using tactile stimulation which has a predetermined carrier frequency and has first and second pulses with an envelope adjacent thereto, and monotonously changing with time at least one of the time interval T2 between the first and the second pulses and the signal level A1 between the first and the second pulses; and determining, as the tactile stimulation perception threshold, the value of the parameter which has been changed of the two parameters, in other words, the first and second parameters, when the subject perceives that a predetermined change occurs in a vibration state which the subject perceives by the tactile stimulation, and operates a handling device, while the tactile stimulation is being applied to the subject. This ensures that a tactile stimulation perception threshold can be measured more accurately and more easily than before.
