PROBLEM TO BE SOLVED: To provide a measuring device, a measuring method, and a measuring program for measuring a flicker perception threshold in a short time.SOLUTION: This measuring method includes steps for: presenting flickering stimulus at a fixed frequency by changing a contrast from a start value Aat a gradient c; repeating a process a plurality of times with the flickering stimulus presented, for determining a contrast value as a temporary threshold Rwhen a subject perceives the flicker and operates an operation part; determining a value obtained by adding the temporary threshold Rto a product of the gradient ci and a predetermined time TB, as a start value Ain a next measuring period; presenting the flickering stimulus using the start value Aand a gradient cthat is smaller than the gradient cused in a previous measuring period; and determining the flicker perception threshold of the subject using a plurality of temporary thresholds obtained. This method can measure the flicker perception threshold in a shorter time than before.
