PROBLEM TO BE SOLVED: To provide a measuring apparatus, a measuring method and a measuring program capable of measuring a flicker perception threshold with an appropriate distance.;SOLUTION: A measuring method for a flicker perception threshold includes: a step 302 of presenting blinking stimulation by alternately displaying two images at a constant frequency; a step 304 of designating a boundary between a region where a subject perceives a flicker and a region where the subject does not perceive the flicker in a state where the blinking stimulation is presented; a step 402 of imaging the face of the subject; a step 404 of determining whether or not a measurement distance is appropriate; and a step 310 of determining the luminance difference between the positions on the two images corresponding to the boundary as the flicker perception threshold when the measurement distance is appropriate. One image has luminance changed in a predetermined region, and the other image has constant luminance in the region corresponding to the predetermined region.
