PROBLEM TO BE SOLVED: To send leaflets finely corresponding to a consumption tendency of consumers, and increase utilization efficiency of advertisements for advertisers.;SOLUTION: A leaflet creation system includes: a leaflet management server 2 for registering leaflet basic information of advertisers; a leaflet original registration server 3 for creating original data of leaflets from merchandise information and merchandise image of the leaflets, or registering preliminarily created original data of the leaflets; a customer database 4 for storing basic information of respective customers and desired information of the leaflets; leaflet selection means for selecting the plurality of leaflets to be distributed to the customers from the leaflet basic information registered in the leaflet management server on the basis of the customer information; and print data creation means for acquiring the original data of the leaflets corresponding to the selected leaflet basic information, and creating a map showing locations of a plurality of stores from the location information of the leaflet basic information, and creating print data of joint leaflets including the map.
