The present invention relates to a seismic isolation apparatus having a rolling unit with a center part and a periphery part made of different materials. More preferably, a lower plate which supports a ball placed in a space between an upper plate and the lower plate of a seismic isolation operating unit and is a rolling area concentrically receiving load has a central part and a periphery part made of different materials, so the seismic isolation apparatus can enhance performance of concentrated load, enhance performance of rolling, and relieve considerable vertical shock. The seismic isolation apparatus includes a rolling part which is formed by arc-shaped rolling surfaces by coupling the upper plate and the lower plate so that a ball is rolled in the rolling part. The rolling part has the center part and the periphery part made of different materials.
