The present invention relates to a food packaging film with antibacterial and antifungal functions. The food packaging film constantly and consistently releases antibacterial and antifungal components without excessively releasing the same at the initial stage by improving an antibacterial and antifungal film layer, thereby facilitating long-term preservation of various foods inside the package. That is, the food packaging film of the present invention comprises: an upper layer corresponding to the outside of the film; a first film layer formed at a lower portion of the upper layer and contains antibacterial and antifungal additives; and a second film layer formed at a lower portion of the first film layer and contains the antibacterial and antifungal additives.
