Disclosed are an unlicensed carrier measurement gap configuration and a measurement method, and a corresponding base station and a terminal. The terminal receives, before a configured measurement gap or before a time point before the measurement gap, an instruction, sent by a base station, of the cell successfully preempting resources; and performs data transceiving or performs measurement in the measurement gap according to a processing policy for the situation of the measurement gap overlapping an occupied period or instruction information of the base station. The base station configures for a terminal a licensed carrier measurement gap and an unlicensed carrier measurement gap, and sends configuration information of the licensed carrier measurement gap and configuration information of the unlicensed carrier measurement gap to the terminal. This article achieves effective configuration of the licensed carrier measurement gap and the unlicensed carrier measurement gap of the terminal, and the treatment when the measurement gap overlaps an occupied period.
