The present invention relates to a ground deformation suppressing system, a ground deformation suppressing method, and an optimization design method for a tube well in the ground deformation suppressing system. According to one embodiment, disclosed is a system for suppressing ground deformation of the ground including a confined aquifer and an aquiclude formed on an upper part of the confined aquifer, the system comprising: a first tube well for pumping or injecting a confined aquifer; and one or more second tube wells provided so as to be spaced from the first tube well at a predetermined distance, and having lower end portions located at the aquiclude, wherein a water level of the second tube wells is maintained at a preset water level value with respect to each of the second tube wells, thereby suppressing a change in the water head of the aquiclude descending by the pumping of the confined aquifer or ascending by the injecting of water.
