pPPROBLEM TO BE SOLVED: To provide a device and a method for controlling tension in a hot rolling, by which control of the tension of the rolling object and control of looper height are made non-interfering with each other. PSOLUTION: The device 150 for controlling the tension in the hot rolling is provided with: a tension controlling means 152 for controlling the tension of the rolling object at a desired value; a speed controlling means 154 for calculating the speed command of a driving device 109 for controlling the rotational speed of a work roll from the output of the tension controlling means; a load torque estimating means 155 for estimating the load torque of the drive unit; a looper height controlling means 157 for outputting a control command resulting from arithmetic operation of the output of the speed controlling means and the output of the load torque estimating means to a drive unit 109 and also calculating a height command to a looper driving device 108 for controlling the height of the looper 110; and a looper supporting torque estimating means 158 for estimating the torque which is necessary for the looper to support the rolling object. A control command resulting from arithmetic operation of the output of the looper height controlling means and the output of the looper supporting torque estimating means is output to the looper driving device 108.
