An apparatus for producing red ginseng or black ginseng in a low-temperature fermentation manner of the present invention comprises: a main body (10) having an operation part (11) on the front side thereof and a heating element (12) on the bottom of the inside thereof; a heating container (20), in which an upper portion thereof is seated on the top side of the main body (10) and a lower portion thereof is housed in the main body, having a water storage groove (200) for storing water for heating, which is heated by means of the heating element (12) along the inner periphery thereof; an aging container (30) having a condensation part (31) which is formed on the upper portion thereof in the shape of a jar with handles (310) on the outside thereof and is seated on the top side of the heating container (20), and a steaming part (32) which extends in a cylindrical shape from the lower portion of the condensation part (31) and is housed inside the heating container (20), having a plurality of first through holes (320) formed in the outer surface thereof and a plurality of second through holes (321) formed around an opening hole of the lower surface thereof, such that the aging container is heated by heat transferred from the heating container (20) so that ginseng can be steamed at a low temperature; a mesh tray (40) received in the bottom of the inside of the aging container (30) so as to allow the ginseng to be placed thereon; an inner lid (50) opened and closed inside the aging container, and an outer lid (60) opened and closed above the aging container (30) and having a lower end part treated by a packing process to seal the aging container; a water storage container (70) placed below the aging container (30) inside the heating container (20), for containing a predetermined amount of water therein; and a control part for operating the heating element (12) according to a selection of the operation part (11) to heat the water in the water storage groove (200).
