The present invention relates to a folding device for manufacturing a cocktail napkin and, specifically, to a folding device for manufacturing cocktail napkin, capable of improving productivity of manufacturing a cocktail napkin by preventing stencil paper from being separated from a stencil paper roll for manufacturing a napkin, in the folding device. To achieve the purpose of the present invention, the folding device for manufacturing a cocktail napkin comprises a pair of adjacent rotation bodies including a first rotation body and a second rotation body. The first rotation body and the second rotation body rotate in a direction of being engaged with each other at a same speed. The first rotation body comprises multiple disks, sliding grooves, first grooves, and a second grooves. The first groove includes a first knife and a second knife. The second rotation body comprises the multiple disks, the sliding grooves, third grooves, and fourth grooves.
