A hard rock tunnel boring machine employing a driving rotary hobbing cutter (11-5) comprising a machine frame (2) provided with an endless belt moving system (1). A hydraulic pumping station (3) and a high-pressure abrasive-jet generation system (4) connected thereto are provided at the machine frame (2). A transmission box (7) is fixedly provided at one end of the machine frame (2). The transmission box (7) is provided with two input shafts (7-2) and one output shaft (7-4). A planetary deceleration mechanism (6) is connected to the input shaft (7-2). A cantilever disk driving motor (5) is connected to an input shaft of the planetary deceleration mechanism (6). A cantilever disk (8) is fixed to the output shaft (7-4). Four cantilevers (9) are hinged at the cantilever disk (8). The cantilever disk (8) is further provided with a cantilever driving motor (10). One end of the cantilever (9) away from the cantilever disk (8) is provided with a driving rotary hobbing cutter device (11). The transmission box (7) is further provided with a rotary sealing device (12).
