This report describes the work of the project 'Systems Planning for AutomatedCommercial Vehicle Licensing and Permitting Systems'. The objective of the study is to define the market, organization, and resource requirements for a national program for the application of Intelligent Transportation Systems (ITS) to commercial vehicle operations (CVO).
