Economic Analysis of Effluent Limitation Guidelines and Standards for the211 Centralized Waste Treatment Industry

This report estimates the economic and financial effects and the benefits of211u001ecompliance with the proposed effluent limitations guidelines and standards for 211u001ethe Centralized Waste Treatment (CWT) industry. The Environmental Protection 211u001eAgency (EPA) has measured these impacts in terms of changes in the profitability 211u001eof waste treatment operations at CWT facilities, changes in market prices to CWT 211u001eservices, and changes in the quantities of waste management at CWT facilities in 211u001esix geographic regions. EPA has also examined the impacts on companies owning CWT 211u001efacilities (including impacts on small entities), on communities in which CWT 211u001efacilities are located, and on environmental justice. EPA examined the benefits 211u001eto society of the CWT effluent limitations guidelines and standards by examining 211u001ecancer and non-cancer health effects of the regulation, recreational benefits, 211u001eand cost savings to publicly owned treatment works (POTWs) to which indirect-211u001edischarging CWT facilities send their wastewater.
