Private Use of Public Lands, National Park Service Bureau of Land Management. Audit Report

This report was to determine whether NPS and BLM excluded the general public and/or damaged the environment by the permitting of public lands for private use. We found that the NPS has allowed private individuals or exclusive clubs to monopolize desirable locations near major metropolitan areas for decades to the exclusion of the general public. Some clubs charge high membership fees. The NPS and BLM have allowed permits to be renewed without ensuring their compliance with the requirements of the National Environmental Policy Act.
