Mechanisms for Private Sector Participation in Wetlands Management-Take Ningxia Huangshagudu National Wetland Park as an Example

In Ningxian and Yinchuan City's wetland restoration,construction,conservation and management emerged a batch of non-state enterprises for participation,such as,Ningxia Huangshagudu National Wetland Park,Ningxia Jinmahe River Autonomous District Wetland Park,Yongning Hequanhu Lake Autonomous District Wetland Protection Plot,and Yinchuan Zhangzihu Lake Ecotourism Zone.It was learned that that as early as the 1990s,non-state enterprises had participated in various ways in natural resources utilization in nature protected areas including nature reserves and forest parks,and it was in recent years that wetland park development modes were introduced to non-state enterprises for them to participate in the construction,operations and management.This paper takes Ningxia Huangshagudu National Wetland Park (HNWP) for an example to discuss mechanisms,models and policy for nonstate organizations to participate in wetland operations,conservation and management.
