Mass Transit Metrication: A Recommended Policy and Metric Conversion Plan for UMTA

The study was undertaken in order to develop for the Urban Mass Transportation Administration (UMTA) a recommended policy and comprehensive plan for the orderly conversion to the uses of the International System of Units, or the metric system. This report suggests some actions which the Urban Mass Transportation Administration, the American Public Transit Association, and the Department of Transportation can take to best fill the perceived needs of members of the mass transit industry, and at the same time, use the proven techniques learned by those who have successfully converted to the metric system. This report includes a listing of recommendations to UMTA for the accomplishment of these actions. In particular, this report recommends the use of metric units on new designs based on the Cumulative Cost approach. It also details the metrication activities of some organizations and their problems and successes. With those companies which have already begun implementation of the metric system, it was found that engineering standards exist for virtually all the needs of the organizations impacted by UMTA.
