Lessons for States and Cities: Implications for Public/Private Partnerships in Shopping Center Revitalization

This is the last report in a three - part series that grew out of the now terminated Federal Community Conservation Guidance experience. It summarizes the reasons for and character of the growing trend in shopping center revitalization and provides a discussion of possible roles for public agencies in responding to and fostering shopping center revitalization activities. It is based on information gathered in reviewing over 80 shopping center revitalization projects and conducting case studies of 6 diverse revitalization situations which indicate that revitalizations are becoming a significant trend in the shopping center industry. The growth of renovation activity is due to an increasing inventory of aging centers, and changes in lifestyles and in the economy. Potential public benefits from shopping center revitalization are retention or addition of jobs, retention or increase of tax revenues, removal of blighting influence, and a catalytic impact spurring additional rehabilitation or development in the area. Local governments should streamline their review and approval procedures to further revitalization proposals. Providing market research, financial assistance, or other incentives are additional, more active ways in which local government can facilitate shopping center revitalization, which will result in benefits to both the private and the public sectors. Tabular data, illustrations, and a 40 - item bibliography are provided.
