Time and Command Operations: The Strategic Role of the Unified Commands and theImplications for Training and Simulations

With the end of the Cold War, military operations planning has shifted inemphasis away from a permanent organization implementing a detailed plan against a known and powerful threat and toward creating a temporary organization and creating a plan in response to a rapidly emerging crisis. At the same time, the emphasis is now on regional engagement-promoting regional stability, building coalitions, and assuring access-rather than warfighting. A DMSO team visited the nine unified commands and the subordinate unified command in Korea to determine how well modeling and simulation (MS) programs were in alignment with this changing environment. This report contains discussions of the trends and constants in the unified commands, exercise descriptions, and organizational structures, along with findings, conclusions, and recommendations for joint training and the use of MS to support joint training.
