Defense Readiness Reporting System: A Better Way to Measure Readiness

Is there a better way to measure defense readiness. This Strategy Research Project (SRP) examines the Defense Readiness Report System (DRRS) to see if it (a) provides an objective assessment of capabilities to meet the mission priorities established by the Office of the Secretary of Defense (OSD) (b) meets the objectives of the National Security Strategy prescribed by the President and (c) carries outs the objectives of the National Military Strategy by the Chairman of the Joint Chiefs of Staff. This SRP then analyzes DRRS indicators of lagging, coincident, and leading to determine their validity for measuring readiness. Finally, this SRP considers the relevance of assessing Mission Essential Task List (METL) to accomplish a Combatant Commanders (CCDR) mission.
