Master Plan, Tucson Diversion Channel, Recreation Development Program. Gila River and Tributaries, Arizona and New Mexico

The proposed recreation development project will be built on county-owned lands originally acquired for flood control. Approximately 20 acres, acquired by Pima County, will be needed for access, parking, and operation of the facility. Flood control will remain the primary purpose to the detention basin. This report will demonstrate that the proposed dryland and water-based recreation facilities can be incorporated without sacrificing the basin's efficiency or design capacity. The master plan for the Tucson Detention Basin will serve as a guide to insure optimum development of the basin's natural and recreation resources. This plan is based on an inventory and analysis of the opportunities and constraints for recreation development. The physical plan for recreation development, the proposed phasing, and the associated costs and benefits for the project will be presented. The master plan will provide a general overview of the existing flood control features. It will present a concise analysis of both local and regional recreation demands and of existing and future land uses. Also, it will describe the basin's natural resources - how they will be used and impacted by the proposed development, and how the proposed recreation facilities will be incorporated into the existing flood control structure.
