Camera enforcement of parking regulations benefits from a mix of static and mobile units. Provisions in the Traffic Management Act 2004 mean that from April 2008 all local authorities in England will be able to issue penalty charge notices for parking contraventions using CCTV, subject to approval of these devices. London local authorities have had these powers since 2000, so it is appropriate to review the experience in London and how it might apply elsewhere. Transport minister Rosie Winterton told the British Parking Association autumn seminar that the implementation of CCTV enforcement might improve compliance and thus compensate for lower penalty charge income resulting from the introduction of differential penalty charges outside London. A review of what has happened in London will help to indicate whether there is any basis for the minister's assumption.
