The concept of Environmental Partnership was first advanced at the 1992 Earth Summit in Rio de Janeiro. Up to then, environmental issues were generally characterized by confrontation between corporation and citizens, between government and citizens orbetween corporation and government. All three sides threw demands at each other and joined in a tug-of-war while seeking to find a point of compromise. We shouldn't deny this approach out of hand. But it takes too much time to reach a settlement, and it's difficult to understand each other's stand.
