Impacts of Modifications to the Change Order Process

The Greater Orlando Aviation Authority (GOAA) is a governmental agency that operates Orlando International and Orlando Executive Airports and is governed by an appointed Board and regulated by state statutes. As result of growth in passenger demand and to maintain assets in working order, GOAA implements Capital Improvement Plans (CIP) comprising several programs and projects. To fund CIPs, GOAA seeks governmental grants, accesses and receives Passenger Facility Charges (PFC), and issues revenue bonds, comprising a very complex mix of project financing and contracting methodologies. As such, proper procedures, documentation, and oversight of public funds during the planning, design and construction phases of a project or program are essential. From a financial and operational viewpoint, consistent project management practices establish credibility with state and federal agencies and bond holders to ensure future funding needs are available for airport growth.
