The International Maritime Organization expects a high level of compliance with the new specification even though fuel oil non-availability reports (FONARs) may be filed in an effort to be excused from compliance in certain circumstances. The use of the reports is expected to be widespread initially, but the IMO warns that port states are not likely to excuse non-compliance for an extended period. The FONAR system is intended to make the transition period easier—not to allow shippers to be out of compliance indefinitely. The IMO also notes that authorities are only required to consider the FONAR when addressing non-compliance, and that filing a report does not constitute an automatic excuse.
