The present invention relates to a land and sea integrated control system for managing ship pollutant discharge and compliance information in real time. The present invention comprises: a sea control system which includes an interfacing unit, a ship environment data recorder, and a ship pollutant analyzer, and a current display terminal and controls ship pollutant discharge; and a land control system which includes land control system database and controls pollutant discharge. The present invention monitors whether the policy is violated through the land control system, thereby having an effect of reducing the monitoring based pollutant discharge.
