A model for quality management in higher education should be holistic to effectively meet the requirements of the core functions, service and education. The general features of the total quality management (TQM) model are quite appropriate to the service functions in a university. Although a number of models for quality in higher education have been proposed in the literature for the academic functions, there have been debates and challenges about their validity. This article focuses on developing a generic model synthesizing the thrust of some of the well-articulated models proposed in the literature. The effectiveness of the features of the combined model in addressing the multifarious elements of higher education is dependent on the level of integration between the two core functions. The need to promote the 'learning of communities' concept in place of the existing 'bureaucratic culture' to enhance quality is emphasized.
