An Educator's View of Nurturing Leaders

I was first introduced to the Junior Reserve Officer Training Corp (JROTC) program when I was principal of the Manor View Elementary School at Fort George G. Meade, Maryland, The Fort Meade chapter of the Military Order of the World Wars (MOWW) introduced and sponsored this cadet program at the Meade Senior High School to be part of their training and responsibilities. I became involved with them when they were assigned to man the crosswalk at the heavily traveled street in front of the school. Another involvement brought members of the JROTC program to our elementary school to talk to the student body about their activities and their commitment to the program. Perhaps at this point, we should give a brief history of the JROTC program which was estab- lished in 1916 by the National Defense Act. Then, in 1964, the instructors changed from Active Duty to Retired military instructors and opened the program to other services. In 1972, they authorized female participants. Today, the JROTC enjoys popular support as well as Congressional endorsement. The JROTC mission was established "to motivate young people to be better citizens."
