For the past few years, local government HR has been dominated by cuts. From downsizing to cutting terms and conditions for staff, it has been ableak time. But for the new President of the Public Sector People Managers' Association (PPMA), Richard Crouch, the future could be a lot more optimistic. Richard, who is also director of HR and OD for Somerset CC, is optimistic about the contribution HR could and should be making to the current agenda in local government - and it is not all about straightforward staff management issues, perhaps because his background was not just about personnel issues.
