One of local government's greatest allies is switching sides. Again. The LGA is losing Neil Kinghan to the ODPM where he will take up the post of director for local and regional government. It is a fair loss after the LGA poached him from the Department of Environment as it was in 1997. The move back to the civil service is hardly likely to be a culture shock for the civil service veteran. He worked for the DoE for 22 years before defecting to the LGA, initially on a five-year secondment as director of local government finance. The secondment only became a permanent post when he was appointed director of economic and environmental policy in a shake-up of the LGA's top team in January 2002.
