It is important to remember that President Vladimir Putin and his administration handle Russian military aviation rearmament at a different pace than the rearming the rest of the Armed Forces. During a series of briefings by military officials and defence manufacturers in late November 2013, Putin approved the procurement programme for military aviation industry adopted back in 2010. The Air Force alone was allotted RUB4.5 trillion (U$136 billion) out of overall RUB20.7 trillion ($564 billion) over 10 years. A further RUB3 trillion have been earmarked to upgrade and expand defence production facilities. Furthermore, both UAC and Russian Helicopters were and still are successful aviation industry companies that continue to attract the best graduates of the Russian aviation and engineering departments.
