Executive ability of government is the vitality of work of government.A strong government first needs to be an effective executive capacity of government.In the face of diverse and complicated series of social problems in the development of the market economy, effective executive capacity of government is directly related to the goals of public policy.Promoting the executive ability of government is an effective way to build a service-oriented government.Based on clarifying the connotation of the governmental executive ability, the essay analyzes some factors influencing the executive ability of the government, and then puts forward the ways to improve the implementation ability: cultivating good governmental executive culture; improving the quality of officials; perfecting the operational mechanism of executive agencies; strengthening the interactions between government and the public; strengthening the effect of policy evaluation; strengthening the supervision of executive ability and accountability mechanism.%执行力是政府工作的生命力。政府执行力的提升是服务型政府建设的有效路径之一。一个强有力的政府首先是一个具备有效进行政府执行能力的政府。在市场经济发展中，面对多元化的、复杂的一系列社会问题，有效的政府执行力直接关系到公共政策目标的实现。在阐释政府执行力内涵的基础之上，分析政府执行力的影响要素，进而提出政府执行力提升的路径：培养良好的执行力文化；提高执行人员素质；完善行政执行机构运行机制；强化政府与公众之间的互动；加强政策执行效果的评价；强化执行力的监督及问责机制。
