城镇化进程中灵活就业者养老保险模式的选择

摘要

The implementation of the new urbanization strategy will make a large number of migrant workers in cities and towns engaged in urban flexible employment ,it will increase the scale expansion of Chinese flexible employees,we have an urgent need of build an new adaptive participation mode in social old - age insurance to meet flexible employeesˊ need. Through the flexible employees 2. 5855 million sampling survey,the author have estimated the proportion of wage income to the current expenditures base floor,and made research into the current flexible employeesˊ participation mode classification analysis,then come to the conclusion that 70. 99℅ of Chinese flexible employees’income level have reached 40℅ of the on - the - job worker average monthly salary level, which is the old - age insurance Expends base minimum standards,however,most of the provinces and cities expenditures limit is higher than this standard,it deviated from the flexible employeesˊ participation ability,the adaptability is weak. We suggested that low base choice of the participation mode to be adapted to promote flexible employees joining in the system,By this way,we could ensure the realization of the new urbanization strategy of country.%新型城镇化战略的实施必使大量从事城镇灵活就业为主的农民工市民化，加剧中国灵活就业者的规模扩张，亟须能较好适应灵活就业者的城镇职工基本养老保险参保模式。笔者通过我国灵活就业者258.55万条抽样调查的工资收入数据进行其达到现行缴费基数下限标准的比例测算及各地现行的灵活就业者参保模式的分类分析，得出我国70.99℅的灵活就业者实际收入达到上年度在岗职工月均工资40℅的缴费基数下限标准；而大多数省市现行缴费基数下限都高于此标准，背离灵活就业者的实际缴费参保能力、适应性较差的结论。建议选择低基数的参保模式，切实促进灵活就业者参保，确保国家新型城镇化战略的实现。
