Top-level design, a technical term of Systems Engi-neering, is a more cutting-edge scientific design method of con-temporary world. Currently, it has been widely used in the fields of construction engineering and economics. It has drawn more and more attention and thinking in the other aspects including e-government affairs. College students' entrepreneurship educa-tion is an important part of our higher education. This study, from a global perspective, applies the systems' approach to the analysis of the various elements impacting the entrepreneurship education for college students. It aims to innovate the educational manage-ment modes so as to promote the sustainable development of the entrepreneurship education of college students through the con-sideration for its allocation of resources, implementation path, and management strategy.% “顶层设计”是系统工程的专有名词,是当代较为前沿的科学设计方法。目前它已被广泛应用于建筑工程和经济学领域,并在电子政务等方面引发越来越多的关注和思考。高校大学生创业教育工作是我国高等教育的重要组成部分,本研究正是用系统方法,在全局视角,对影响目前高校大学生创业教育的各要素进行分析,通过对其资源配置、实施路径、管理策略的考量,创新教育管理模式,从而推动高校大学生创业教育工作的可持续发展。
