出租车行业管制下的出行服务平台发展研究

摘要

Taxi is an import part of urban transport system.As a kind of semi-commonality service,taxi satisfies citizen's travel needs with special time-space characters.Most cities in China have taxi regular rules,which makes the semi-commonality traffic deficient,while the private car and irregular taxi are overflow.Moreover,infrastructure can not support urban traffic operation.Platform business model in internet age helps to broaden taxi industry boundaries and then coordinate the conflict between citizen's travel needs and urban transportation supply.Government should comply with this trend and improve the travel service platform.%出租车是城市交通体系的重要组成部分，以准公共服务形式满足了城市居民特定时空特征的出行需求，发挥了补充性公共交通的作用。在价格管制与数量管制的双重约束下，出租车市场供需失衡、利益分配扭曲，因此造成了替代性的私人交通膨胀、非正规出租屡禁不止，交通基础设施资源紧张，并形成恶性循环。互联网变革催生的交通出行服务平台，发挥了平台经济的优势，以创新的商业模式调动碎片化的交通资源，引导闲置的私人交通进入准公共交通领域，一定程度上也缓和了私人交通与公共交通的对立。行业管理者应该以更加开放的态度处理传统产业与出行服务平台之间的矛盾，循序渐进、因势利导，建成完善有序的城市交通体系。
