T he paper elaborates on the reference,principles and process for the construction design of Shanxi-Henan-Shandong railw ay thoroughfare,w ith focus laid on how to carry out investigation for construction design,how to determine the construction time,what will be the layout of large-scale temporary project,what is the construction scheme,and how to plan the construction procedure and progress. It has been noticed that the construction of Shanxi-Henan-Shandong railway thoroughfare is of high quality and is carried out in an organized,controllable,safe and timely manner. Afterwards,the paper outlines bulletins for construction organization.%阐述山西中南部铁路通道指导性施工组织设计的依据、原则以及设计过程，重点从施工组织调查、确定总工期、确定大型临时工程布局、制定主要施工方案、确定施工顺序及施工进度计划等方面进行了分析，总结指导性施工组织设计的注意事项。山西中南部铁路通道指导性施工组织设计执行情况良好，全线工程施工有序、可控，满足安全、质量、工期要求。
