天津市城乡规划编制体系回顾、反思与展望

摘要

Tianjin is an epitome of Chinese urban rural planning compilation evolution, exploration, and innovation. The paper reviews the development of Tianjian urban-rural planning system, analyzes its background and function, and concludes its characters: good with technique and management, but weak in policy, guidance, implementation, and foresight. The paper establishes a planning framework that centers on master plan and regulatory plan, highlights the policy and efifcacy of planning, and promotes integrate urban-rural development.%天津市城乡规划编制体系的发展、探索与创新是我国城乡规划编制体系发展变化的一个缩影和代表。研究回顾了天津市城乡规划编制体系的发展历程，分析了其发展变化的背景和作用，认为其存在重技术轻政策、重管理轻引导、实施性差和超前性不足等问题，并从天津市实际情况出发，构建以城乡总体规划与控制性详细规划为核心、层次清晰的城乡规划编制体系基本框架，以强化规划的政策性与时效性，推进城乡统筹发展。
