With rapid economic development, urban construction land is in short supply, but inefficient use of construction land in rural areas. Thrugh allowing collective construction land to transfer in market, which can ease the supply situation; share the benefits of urbanization for farmers, prompt the construction of new socialist countryside; prevent the increase on small property. And there are a lot of small property challenged the dignity of existing laws and the bottom line of 18 million mu of arable land, which call for collective construction land to transfer in market.
