摘要

In order to carry out and implement“The Development and Application Work of Libraries in Primary and Secondary Schools in New Period”issued by Ministry of Education, Ministry of Culture and State General Administration of Press and Publication, Radio and Television jointly, this paper tries to discuss the document in three aspects: the new concept released from the document, psychological block which should be overcome in the implementation of the document and the supporting mechanism, so as to help clearing up the thoughts of library professionals in primary and secondary schools in the future development, specifying the development direction and focus, transforming the blueprint in the document into reality, and promoting the healthy and sustainable development of primary and secondary school libraries.%为深入贯彻与落实由教育部、文化部、国家新闻出版广电总局联合颁发的《关于加强新时期中小学图书馆建设与应用工作的意见》的有关精神和要求,论文试图从文件释放的新理念、落实文件需要克服的心理障碍和保障措施三个层面展开论述,以期帮助广大中小学图书馆人员在未来的发展中理清思路,明确发展方向和着力点,力争将文件描述的蓝图转变成现实,推动中小学图书馆健康、持续发展。
