近三十年来教育均衡研究主要围绕义务教育区域均衡问题,重点关注外部投入保障和资源配置,较少关注学生学习及发展.研究方法以描述为主,缺乏因果推断和政策定量分析.政策导向从效率优先、分类发展到优质公平,措施从"重视要素投入"走向"重视教育过程".未来的研究应强调对差异的解释和归因,对政策效果进行规范分析和科学评估;政策则应着重对教育质量的关键影响因素进行持续干预、评估与改进,促进教育过程公平和结果公平.%In the recent thirty years,the research on education equilibrium mainly focused on the regional balance of compulsory education,with emphasis on external input and resource allocation,and less attention to student learning and development. The research methods are mainly description analysis,lack of causal inference and policy quantitative analysis. Policy orientation changed from efficiency first and classification development to high quality and fairness. Policy measures changed from "emphasis on factor input" to "emphasis on education process." In the future,Educational Equilibrium studies should emphasize the explanation and attribution of differences,and the normative analysis and scientific evaluation of policy effects. The policy should focus on the continuous intervention,assessment and improvement of the key factors affecting the quality of education,to promote equitable education process and fairness of results.
