邻避效应治理中补偿机制的建立与完善

摘要

NIMBY is an inevitable and severe challenge in modern society and its most common solution is a compensation mechanism.Currently, the development of the compensation mechanism for NIMBY relies on real life practice.The compensation mechanism focuses on economic compensation, socio-psychological compensation, ecological transformation compensation, etc.However, there are drawbacks to these concepts, details and results of these compensations.Therefore, it is necessary to discuss how to improve the effectiveness of compensation methods in the governing logic level by focusing on strengthening compensation consciousness in the local governors, actively exploring and establishing diversified compensation mechanisms, defining a NIMBY prediction mechanism and developing a monetary compensation benchmark, and constructing a new model of consultive democracy by cultivating social responsibility in citizens.%邻避效应是当代社会治理中不可回避的严峻挑战,而补偿机制是邻避效应治理过程中较为常见的手段之一.目前对于邻避效应补偿机制的探索主要源于实践摸索,主要采用经济性补偿、社会心理补偿和生态改造补偿等方式,这些补偿方式在理念、内容、效果等方面存在诸多不足.因此,亟需从治理逻辑层面探讨提高邻避效应治理中补偿机制有效性的对策措施,主要包括:地方政府相关决策者应强化补偿意识,同时积极探索建立多元化补偿机制、邻避效应预测机制和货币补偿基准,构建协商民主新模式,重视培育公民社会责任.
