公共危机管理中公民参与的有效性分析及对策选择

摘要

随着公共危机事件发生率不断攀高,公民在公共危机应对中的作用日益凸显。但是公民参与危机管理机制的不成熟导致他们的参与在法制意识、能力、组织等方面存在一定的问题。通过建立法律机制、完善培训组织、建立公民参与的应急机制、培养公民意识等方式,给公民参与危机管理提供一个良好的平台和环境。%With the rate of public crisis continuously running up,the citizen＇s role in face of the public crisis becomes increasingly obvious.The immaturity of participation and management mechanism,however,would contribute to an inadequacy in the legal sense,capability,and organization on the part of the citizen involved in such crisis.Measures must be taken,through establishing the legal institution,improving the training organization,creating the emergency mechanism for citizens＇ participation,as well as cultivating citizens＇ consciousness,to provide a satisfactory platform and environment for citizens to participate in and deal with the crisis.
