PPROBLEM TO BE SOLVED: To provide a defect factor countermeasure device which selectively outputs countermeasures on the basis of a person in charge of process improvement considering a balance between permanent countermeasures and tentative countermeasures. PSOLUTION: When defect contents are input through an input part (S11), a factor estimation part estimates a factor of the defect (S12). When the factor is estimated, a countermeasure database is referred to and countermeasures for the factor are retrieved (S13). From the countermeasures found on the basis of the factor estimated by the factor estimation part, the number of defects which can be coped with the countermeasures when taking the countermeasures is found, and a ratio of the number of defects which can be coped with to the entire defects, that is, a coverage is computed (S14).
