农村义务教育经费投入与分配管理体制改革研究

摘要

With the implementation of the new funding and distribution system in compulsory education in rural are-a, much progress has been made in terms of promoting education equality , raising teachers'income and reducing the dropout rates of the poor students .However , the new system is far from perfect theoretically and practically .It is suggested that the cost of compulsory education in rural areas should be born by local governments depending on their fiscal capacity and the management of fund should be based on local counties .%农村义务教育经费投入新体制实施以来，在提高义务教育保障水平、促进教育公平、提高教师收入水平、消除因贫辍学等方面取得了较大成效。但是无论从理论上看还是从实践上看，“新体制”仍然存在很多弊端。因此建议农村义务教育经费投入与分配，实行义务教育全部经费由政府承担，各级政府按财政能力大小分担，经费管理以县为主的体制。
