政府购买公共服务中的风险与防范

一般理论认为，政府购买公共服务可以提升效率、促进民主、实现政府责任。但是，越来越多的证据表明，政府购买服务也存在着潜在的风险，购买服务不一定能提升公共服务的供给效率，可能威胁社会的民主治理，或者降低公共服务供给中的政府责任。为防范政府购买公共服务的潜在风险，需构建竞争性制度环境、建立需求评估机制、提升政府的合同管理能力。%The general theory holds that procurement can increase efficiency, democracy and government responsibility. With the development of the government‘s purchase, although procurement shows many advantages, more and more evidences reveal that it may lead to potential danger. In the real life, procurement does not always cause high efficiency, or may damage democracy and government responsibility. In order to avoid potential risks in the procurement, the government should construct competitive institutions and needs assessment institutions to increase the ability to manage contracts.
