教育政策价值选择与教育公平--以特殊教育政策为例的分析

It is a special visual angle to analyze the educational policies that depending on the visual angle of value selection of educational policies to improve the educational equality. The students with their existence are the base of growth of educational policies value. The epistemology of the students with their existence is a basis visual angle to analyzing the educational policies value. “Students-educational equali-ty” is a basis standard to analyzing the educational policies value. We can choose a case in point, in the field of special education, the policies of special education are partial and having a negative effect to edu-cational equality. There are three aspects of performance: losing of subject value of special educational policies, partial of selecting position of special educational policies and unbalanced of value effectiveness of special educational policies.%从教育政策价值分析的视角揭示和促进教育公平，是教育政策分析的一个重要维度。学生及其教育存在是教育政策价值生成的基点，学生及其教育存在论的教育政策价值认识论是进行教育政策价值分析的基本视野，“学生-教育公平”是教育政策价值分析的基本标准。以特殊教育政策为例，对教育政策主体价值选择分析发现，特殊教育政策价值存在偏颇，严重影响教育公平。其主要是：特殊教育政策主体价值缺损，特殊教育政策主体价值选择立场偏颇，特殊教育政策主体价值有效性失衡。
